The Guadalajara Cartel, also known as the Federation, is a large cartel led by Felix Gallardo. It was formed from the collapse of the Maldeira Cartel. Felix, who had a high rank in the Maldeira Cartel, conspired against Maldeira alongside many Ernesto Fonseca and Rafa Quintero. They also aligned with various other drug lords in an attempt to seize control of all of Mexico.

History

The Maldeira Cartel

The Maldeira Cartel was the largest cartel which controlled all of Middle America and most of South America.

Maldeira's Cartel had a large setback after intelligence was leaked. Maldeira sided with the Black Hand. He then replaced many Hispanic drug lords with Italian Mafia leaders, which caused severe unrest in the cartel.

In Mexico, the main plazas, Tijuana, Juarez, Sonora, Sinaloa and Potosino, came together in Guadalajara. A former cop, Felix Gallardo, worked alongside the Pedro Avilez trafficking organization in Sinaloa, working for Maldeira. The organization's accountant, Ernesto Fonseca, also known as Don Neto, worked alongside Felix. Rafa Quintero also aided Felix.

The rising unrest in the Maldeira Cartel allowed for Felix, Ernesto and Rafa to come up with an idea to allow all plazas in Mexico to work alongside, against Maldeira.

Felix organized a meeting to establish a Guadalajara cartel to combat Maldeira's cartel. Felix invited invited various businessmen and drug traffickers to Guadalajara and aligned the cartel with the following businessmen: Pedro Aviles of Sinaloa, Pablo Acosta of Ojinaga, the Arellano Felix brothers from Tijuana, primarily Benjamin Arellano, Gabino Salcido from Mazatlan, Filemon Medina from Zacatecas, Rene Verdugo from Nogales and Bonifacio Almagro. Additionally, Ernesto Fonseca brought his cousin, Amado Carillo, into the business. Felix Gallardo also aligned the cartel with the local police forces and intelligence agencies. The largest intelligence agency, the DFS, also aligned with the cartel.

However, Pedro Aviles and Pablo Acosta disliked each other. Aviles kicked Acosta out of the cartel, which prompted all other members to also leave the cartel. Felix was severely dissapointed which Don Neto took note to. Don Neto, alongside the DFS, trapped Pedro Aviles on his way back to Sinaloa. They shot Aviles, most likely having killed him.

The disappearance of Pedro Aviles caused the dispute to cease, which allowed the cartel to still be formed. Felix Gallardo took control of the cartel.

The Collapse of the Maldeira Cartel

The Guadalajara cartel took up arms against the Maldeira cartel. The major plazas joined the side of the Guadalajara cartel and left the Maldeira Cartel. Maldeira's forces were primarily in power in Mexico and Colombia. The Changretta Family and Sabini Family, two high ranking families in the Black Hand organization, gained high ranking titles.

Mexico

In Mexico, the entire Sabini Family and part of the Changretta Family were put in charge of putting down the newly formed Guadalajara Cartel. Extreme violence erupted, though most battles were lost by Maldeira. The Mafia was deemed unfit for guerilla combat. Swiftly, the Maldeira cartel lost it's territory in the north of Mexico swiftly.

The Gulf Cartel which had existed alongside the Maldeira cartel seized the opportunity and used their paramilitary organization, Los Zetas, to seize large territories from the Maldeira Cartel. Swiftly after, Los Zetas claimed independence from the Gulf Cartel. However, both the Gulf Cartel and Los Zetas, though rivalling each other, both also despised the Maldeira Cartel and continued their war on it.

The Milenio Cartel also claimed independence. However, it was internally unstable. Nemesio Oseguera, a high ranking member, seized control of part of the cartel. It led to a civil war in the Milenio Cartel to erupt. Nemesio Oseguera led the newly formed Jalisco Cartel whilst the remaining members of the Milenio Cartel formed La Resistencia.

Maldeira swiftly lost all influence in Mexico after the Sabini Family and Changretta family members were killed or missing.

Colombia

Vito Changretta and Arnold Rothstein controlled Colombia. However, a notorious local drug lord, Jose Gacha, sent hitmen to kill both leaders. Both attempts failed. It scared the leaders enough however to make them leave Colombia. Bonito Changretta was sent to seize control of Colombia. The Medellin Cartel claimed independence already. It's leader, Pablo Escobar, was immediately becoming popular. This caught the attention of Bonito Changretta, who attacked Pablo Escobar and the other leaders of the Medellin Cartel. That same night, they attacked several labs, hotels and other infrastructure belonging to the Medellin Cartel. They left the country, eradicating any last presence of Maldeira in Colombia.

Establishment

The Cartel grew swiftly. The plazas worked alongside each other initially. Felix Gallardo was deemed leader of the cartel. Ernesto Fonseca and Rafa Quintero were seen as second in command. The plaza leaders were commanded by these three leaders. Swiftly, the business was growing more.

Colombia

Felix Gallardo visited Colombia to strike a deal with the newly formed Cali Cartel. It was formed out of the collapsing Maldeira Cartel. It's four leaders, known as "the gentlemen of Cali", were Gilberto Orejuela, Miguel Orejuela, Chepe Santacruz and Pacho Herrera.

Felix Gallardo visited Miguel, Chepe and Pacho. He pleaded to move the Cocaine through Mexico. The Caribbean Sea was becoming more difficult to traffic cocaine through. This prompted the gentlemen of Cali to accept. They would take a 50% cut of the profits, and the Guadalajara cartel would receive the other 50%.

Felix Gallardo was on his way back to the airport. At the airport, he was kidnapped by men working for Pablo Escobar, the boss of the Medellin Cartel. Pablo Escobar forced Felix to take the same amount of cocaine from the Medellin Cartel as the Cali Cartel.

Rivalry between Sinaloa and Tijuana

The rivalry between the Sinaloa Plaza and the Tijuana plaza started increasing. Often, Sinaloa members, such as El Chapo, made fun of the Tijuana leadership. The rivalry got out of hand to which Felix Gallardo had to act. Felix put a 10% tax on all the drugs going through Tijuana from the Sinaloa Plaza. This angered the Sinaloans, who in turn retaliated by building a tunnel crossing the border with the Empire of Japan. They built this tunnel in Tijuana, with El Chapo being in charge.

The tunnel was discovered, which prompted Ramon Arellano to visit the tunnel and kill everyone inside. Some people escaped however, one of which was El Chapo. Later, he retaliated with extreme violence, killing numerous friends and family members of the Tijuana Plaza leadership as well as Tijuana Plaza members themselves.

In return, Ramon Arellano killed some of Talco Uzeta's close friends. Which prompted Talco to respond by killing Tijuana Plaza members again. Felix Gallardo forced Güero Palma, leader of the Sinaloa Plaza and Benjamin Arellano, the leader of the Tijuana Plaza.

Amado sent Talco to make peace with the Tijuana Plaza and set up a new tax. However, Benjamin didn't see it as enough and wanted to kill Talco. Felix attempted to calm the situation down. However, the situation got more heated to which Benjamin threatened to leave the cartel. Felix met up with Palma to inform him of the pending murder. Talco Uzeta's death caused Palma to reconsider the Sinaloa Plaza's participation in the cartel.

Palma and Acosta aligned with each other and started combat against Felix Gallardo. Acosta wanted to leave the cartel and Palma was attacked as well. However, Palma survived the assassination attempt.

  • The Cali Cartel was a large Colombian Cartel which worked in secrecy. They sent cocaine to the Guadalajara Cartel and both parties kept a 50% cut of the profits.
  • The Medellin Cartel was a large Colombian Cartel as well. It was deemed violent. It's leader, Pablo Escobar, didn't care about secrecy. He kidnapped Felix Gallardo after he made a deal with the Cali Cartel and forced him to transfer the same amount of cocaine as the Cali Cartel was doing.
  • The Gulf Cartel was a seperate cartel working alongside the Guadalajara Cartel. It was ruled by Juan Guerra.
  • The DFS was a large intelligence agency led originally by Osuna Nava, though eventually he was killed, causing Salvador Esparragoza to become the new leader. He also aided the formation of the Sinaloa Cartel.






Guadalajara Meeting

Eventually, Felix Gallardo organized a meeting with some important leaders of the Maldeira Cartel. He changed the administration of the Maldeira Cartel around. Güero Palma was put in charge of Mazatlan. Amado was also put in charge of Juarez. The Tijuana plaza remained the same. Rafa Quintero was furious and left the meeting because of a long lasting dispute between Rafa and Amado.

Another member who was present at the meeting, Osuna Nava, was the director-general of the DFS. The DFS worked alongside the cartel. However, Nava was displeased with his payment. Maldeira saw Nava as ungrateful and ordered Felix Gallardo to kill him. That same day, Nava was killed in a hotel by Felix.

Field Capture

A large marijuana field belonging to Rafa Quintero was located and burned to the ground by police forces. It formed a large setback for the cartel, as it produced about a third of the Marijuana in the Germanic Zone of America and Neutral Zone.

Maldeira insisted on executing Rafa because of his setbacks and mistakes. Felix Gallardo pleaded for him to be allowed to live. Maldeira accepted after a brief argument with Felix. However, Rafa continued making mistakes. He was severely addicted to cocaine. Maldeira and Felix grew sick of him. However, Felix still did not want to kill Rafa.

Kiki Camarena

The new DFS director-general, Toribio Esparragoza, better known as El Azul, wanted to take revenge on the DEA agents who caused the field to be captured. He consulted Rafa and got his permission.

This was the tipping point for Maldeira and Felix. They went to confront Rafa after they heard of the situation from Don Neto. Rafa fled the country and Maldeira kicked him out of the cartel.

Kiki Camarena was severely tortured and eventually killed. It enraged Germanic officials. It caused a large amount of Schutzstaffel & DEA forces to be sent to Mexico. Braulio Castaneda, a major drug lord controlling Middle America allowed Rafa to escape.
