Xochicalco

Xochicalco is an Aztec capital city of a savanna area. It is one of the largest Aztec cities. It specialises in creating militaristic equipment and training armies. It was developed in the second phase, however, it was never actually a functional city. It was not done before the second phase ended. In the third phase, it was created, and it marked the beginning of the "Aztec Golden Age".
