Frank Price is a notorious serial killer. The amount of people murdered ranges from 2000 to 4600 victims.

History

Early Life

Not much is known about Frank Price's youth. His childhood was most likely a troubled one, being frequently abused by his father. Despite the hard circumstances, Frank Price had a high IQ, estimated to be around 130. He finished school and went to a university. He is suspected to have gone to some sort of medical or police studies. It is unknown if he ever got a medical or policial job. His father was killed in World War One. It was most likely due to his father not having registered Frank Price in government documents that Frank Price does not exist in any documents or records.

Frank murdered his first victim in his early 20s. He planned the murder out by kidnapping the victim and pouring boiling tar on him before stabbing him numerous times as well. Once the dead body was found, it left detectives confused. More murders like this started occurring often after the first victim was killed. This earned Frank the nickname "The Tar Pit Reaper". Frank Price regarded the cases of his old victims and if there were any mistakes he made sure not to make those again.

Frank's method of killing people varied. He would stab lonely people on walks, burglarize houses and kill everyone inside the house or frame incidents like suicide or fatal accidents. However, his most occurring method was to kidnap his victims, made them dig a grave or dug one himself and then pushed his victims in the grave. Following this, he would pour boiling liquid tar on his victims until they died. He would continue stabbing them for a little while. This occurred throughout North America. Most of his tar pit graves are located in forests, mountains and deserts. He'd make sure to cover up the graves, causing only few to be found.

Eventually World War Two would break out. The United States eventually loses and collapses. The Neutral zone is formed in between the eastern Germanic Zone and the Western Japanese Zone. Mexico is now lightly controlled by Spain and Canada has lost some land in the west to Japan. This made Frank Price's work much easier, as the neutral zone was lawless. There was no government in the neutral zone. Mexico was loosely controlled, with various cartels seizing power and causing immense violence. Japan was unstable, causing serial killers to be of little concern. Canada had a weak government with too little power to enforce law. To Frank Price, only the Germanic Zone seemed like a challenge to murder people in.

Post-World War Two

Frank Price used the chaos to his advantage. By now he was in his 30s. He would kill approximately 2-3 people each week, predominantly in the neutral zone. A few graveyards of tar pit victims have been found. The main targets appeared to be civilians, criminals, killers and bounty hunters.

A notable example is the Marshal, who was also known as Mr. Kahler. The Marshal was a well known serial killer. He killed his victims or took two of their fingers off. He was well known in one town and befriended many locals. Eventually however, Frank Price entered that town and was stopped by the Marshal. The Marshal demanded some money or he'd shoot Frank. Frank walked up to him and started fighting the Marshal. Frank knocked the Marshal's shotgun out of his hands and overpowered him. Frank then cut off two of the Marshal's fingers. He is one of the few people Frank Price left alive. The Marshal had no clue that Frank was the Tar Pit Reaper. Instead, he thought Frank was "a crazy madman who cut off two of my fingers".

Frank was known to play around with criminals and some serial killers. In the Germanic zone of America, Frank Price also killed large amounts of people. At one point, he started competing with the infamous Ice Truck Killer, also known by his real name Brian Moser. Frank Price killed more people than the Ice Truck Killer. This is due to Brian Moser making a scene of his victims and mocking the police instead of killing as many people as he could. Frank Price has never mocked the police and never plans on doing so either, instead killing people because he wants to.

Eventually, a vigilante serial killer, the Bay Harbour Butcher, known by his real name as Dexter Morgan, started targeting Frank Price. Dexter Morgan went after other killers or people who did bad things in his eyes. One morning, Frank Price was suddenly attacked by Dexter Morgan, Frank however knocked Dexter down and then knocked him out and brought him to one of his hidden graveyards. He wrote a note saying "Your brother Brian is still alive" and left the scene. Once Dexter woke up he saw the note and was horrified. The only person to outsmart Dexter was Frank Price. Frank Price started spying on Dexter Morgan and Brian Moser. Whilst spying on them, Frank Price decided to stop killing people to show Dexter and Brain he was stalking them. It also showed a disturbing perspective to the police that Frank could stop at any time but chose to kill for fun. Once Dexter and Brian reunited, Frank Price started killing people that same night again, showing Dexter and Brian he knows where they are and that he is in control.

Brian tried competing with Frank and Dexter tried finding him, but for both to no avail. Frank outcompeted Brian and started toying around with Brian's murder methods. Brian's standard method of killing was draining his victims' bodies of blood and sometimes cutting them up in pieces. Whether the victims were cut up or not, they would be displayed in public to toy around with the police. Frank Price copied this method to toy around with Brian for a little while. He drained his victims bodies of blood and filled their bodies with tar. Brian felt insulted at first but eventually accepted Frank as a fellow Serial Killer and started toying around as well. Following Brian's acceptance for Frank, Dexter gave up his search for Frank.

Major Events

One week during a blackout in New Orleans because of a hurricane, Frank Price killed up to seventeen people in one night. He framed the deaths as killed by the hurricane. He continued towards Mexico and killed a corrupt businessman in a train headed to Texas. The businessman had connections to the Gulf Cartel. He framed the scene as the businessman being murdered by a member of Los Zetas, the military wing of the Gulf Cartel. This was one of many events which caused the pending split between Los Zetas and the Gulf Cartel.

Approximately three months later, Frank heads to Los Angeles, California. He starts stalking the wife of a well known Japanese General. He stalks her for three months whilst killing people. The wife gets the feeling she is being watched. After three months of stalking, Frank leaves a picture of her by her bedroom. It also had a note: "You were never alone", prompting the wife to go into hiding without evidence. Frank Price didn't kill her. Instead, his intention was to show to himself how easily fear can destroy someone.

In Texas, two members of the Espinosa Gang were lost and asked Frank for directions. Frank told them he had a map at home and invited them over for dinner. The two members accepted and attempted robbing Frank. Frank accepted. Once at a house Frank had burglarized earlier, the two gang members waited for Frank to cook dinner. Once Frank had made dinner, they pointed their pistols at him and told Frank to give them everything. Frank acted scared and gave them everything he had, pleading to spare his life. The gang members laughed at him and started walking towards the front door to escape. However, Frank locked the doors. Swiftly after the gang members figured out they were locked inside, he knocked out both gang members. He put them in a locked basement. He left their two pistols, each filled with 6 bullets with a note: "kill the other, only of you can make it out". Rapidly, one of the gang members shot the other gang member in their head. However, Frank Price started leaving the scene, making the living gang member starve to death.

Present

Frank Price still murders actively, killing about 1-6 victims each week. His method of killing stays similar. He pokes fun at other Serial Killers and continues killing people.

Personality

Frank Price is an extremely intelligent serial killer who manipulates and toys around with other criminals and killers. However, he tends to stay away from mocking the police or the government. Frank loves to cause confusion amongst everyone. The infamous Copykiller is a way for Frank Price to cause more chaos. He drives on the chaos and causes more. Frank is extremely unpredictable. He uses multiple ways of killing people such as torture, pouring boiling tar on his victims, framing it as suicide or accidents and copying & altering other serial killers' ways of killing. Frank Price sees himself as dictating "the game", seeing other serial killers as inferior but mostly himself as superior, being the most prolific and successful serial killer of all time.

Appearance

It is unknown what Frank Price's normal appearance is like. However, during the night his appearance is changed to a mask and gray clothing with a gray hat.
