== History ==

=== Early Life ===

Not much is known about Frank Price's youth. His childhood was most likely a troubled one, being frequently abused by his father. Despite the hard circumstances, Frank Price had a high IQ, estimated to be around 130. He finished school and went to a university. He is suspected to have gone to some sort of medical or police studies. It is unknown if he ever got a medical or policial job. His father was reported having been killed in [[World War One]].

The tar pit murders date back to when Frank was in his 20s. It is suspected he walked into houses, shot or stabbed anyone and poured boiling liquid tar on them. He would continue killing them slowly with their kitchen knives, bats, pans, stones or other objects. He would dig a pit after and throw the victims in there, pouring more boiling tar on them before closing the pit again. Sometimes he would make his victims dig the holes before he killed then. 

It is reported that about 5 families and about 30 individuals a year would be killed by Frank when he was in his 20s. He quickly earned the nickname "The Tar Pit Killer". This happened in the United States of America. At some point however, [[World War Two]] broke out and eventually [[Germania]] and the [[Empire of Japan]] invaded the United States. America was divided in a Germanic American nation, a Japanese American nation and the neutral zone. 

=== Post-World War Two ===

Frank Price used this to his advantage. By now he was in his 30s. After World War Two ended, he would switch between all 3 regions. In the Japanese Pacific States, mostly Japanese civilians were targeted while also some military personnel was targeted. In the neutral zone, he would go on mass killing sprees. He would kill approximately 2-3 people each week in the neutral zone. Numerous graveyards of tar pit victims have been found. The main targets appeared to be primarily men who saw the territories as theirs or bounty hunters. A notable example is [[The Marshal|the Marshal]], who was also known as Mr. Kahler. He is one of the few people Frank Price left alive. However, Frank did brutally beat the Marshal and cut off two of his fingers, which was a signature punishment the Marshal did to his victims before he would kill them. Frank was known to mock other killers and some serial killers. In the Germanic part of America, Frank Price also killed a large amount of people. At one point, he started competing with the infamous [[Ice Truck Killer]], also known by his real name Brian Moser. Frank Price killed more people than the Ice Truck Killer. This is due to Brian Moser making a scene of his victims and mocking the police instead of killing as many people as he could.

Eventually, a vigilante serial killer, the Bay Harbour Butcher, known by his real name as Dexter Morgan, started targeting Frank Price. Dexter Morgan went after other killers or people who did bad things in his eyes. One morning, Frank Price was suddenly attacked by Dexter Morgan, Frank however knocked Dexter out and brought him to one of his hidden graveyards. He wrote a note saying "Your brother Brian is still alive" and left the scene. Once Dexter woke up he saw the note and was horrified. The only person to outsmart Dexter was Frank Price. Frank Price started spying on Dexter Morgan and Brian Moser until they reunited after a few years. The tar pit killings had ceased for those few years. However, the day after Dexter and Brian reunited, Frank continued his killings on a large scale. Brian tried competing with him and Dexter tried finding him, but for both to no avail. Frank Price outcompeted Brian and started mocking him with his murders as well. Dexter was unable to find Frank anywhere as well. Eventually, Dexter gave up his search for Frank and Brian started toying around with Frank as well. For a short while, Brian started draining his victims of their blood and filled them up with boiling tar and then displayed them to the public.

Frank Price still murders actively, killing about 1-6 victims each week.

== Personality ==

Frank Price is highly intelligent and cold. Unlike other serial killers like the Ice Truck Killer, he does not toy around with the police but kills his victims and leaves the scene. However, when toying around with the Ice Truck Killer and some others he does display his victims in a similar or mocking manner, to make fun of the killer he is mocking.

== Appearance ==

It is unknown what Frank Price's normal appearance is like. However, during the night his appearance is changed to a mask and gray clothing with a gray hat.
